Born on October 14, 1958 in Lucerne, Switzerland, Silvio is 64 years old. Much is not known about his parents, early childhood, and education. In 1983, he graduated from the Turin Polytechnic with a degree in BS Electrical Engineering. After graduation, Silvio took on a job at Aeritalia Spazio working on a Teleret satellite project in partnership with NASA and Martin Marietta. Later on, he applied for a job with Arthur Andersen and Andersen Consulting. He got employed and served with the consulting firm for three years as a programmer and consultant.

Subsequently, he became director of Piaggio’s foreign licensing partners, and founded Piaggio’s first industrial base in China in 1994 in Foshan with Agnelli. From 1995 to 1999, Salvio worked as CEO of Omnitel, now Vodafone Italy. He led thestart-up of the company upon its reception of the second mobile telephone license in 1994.
While at Omnitel, it dawned on Silvio that it was time for technology to create a fully integrated IP telecommunications network. Thereafter, he launched e.Biscom with funds from Francesco Micheli and other executives. It was founded with the intention of developing a fully IP, triple-play, fiber-optic network in Italy. There came a merger of e.Biscom with Fastweb in 2004. In 2007, Silvio, then majority shareholder sold his shares but remained in the Board of Directors. He later that year in 2007 founded Babelgum. This is claim was an alternative to YouTube as it was an interactive television platform which offered free, high definition video contents on demand.
Silvio acquired Elite World in 2011, it was the largest international network of model management agencies and world’s first talent media network. The company got a big boost when Silvio introduced digital marketing strategies and strategic acquisitions. On June 4, 2013, Scaglia’s SMS Finance firm won a bid to acquire lingerie and fashion brand La Perla with an offer of 69 million euros. Then came Yewno, a company he invested in 2016 and SHS in 2020, a knowledge-based, quantitative asset management company to cap it all off.
